The labor demands of the management of contemporary institutions have been deeply affected by the major international transformations which in themselves have played an essential role in the development of inputs of the administrative and technical consultations, and the institutional training and development to cope with the new international reality. To rebuild our institutions in the 21st century, there are key pillars upon which the main orientations are established; most significant is that the consultations and training are being changed – if not already have been transformed into a main industry within the prospective institutional development framework. Moreover, all the indications say that the establishments working in this industry are developing by acquiring the new universal institutional elements that deal according to the principles of open markets, unbridled competition, focusing on the customer’s demands and flexible dynamic organization, setting out the standards required from the successful and effective business institutions. The main concern that preoccupied our thought while we go throughout this review is how to work in the 21st century in Arab institutions capable of keeping up the requirements of the current era and taking the full advantage of its wealth, and its present and prospective natural and technological resources.
